The head-quarters of District Administration is situated at Kudappanakkunnu near Peroorkada. The head of the district administration is the District Collector. He is assisted by the Deputy Collectors holding charges of general matters, Land Acquisition, Revenue Recovery, Land Reforms and Election. The District Collector also holds the charge of the District Magistrate. While performing the duties of the District Magistrate, he is assisted by the Sub- divisional Magistrate and the Executive Magistrates. These Executive Magistrates are subordinate to the District Magistrate. The District Administration is comprised of one Revenue Divisional Officer and four Taluk offices. Head Quarters of the Revenue Divisional office is at Kudappanakunnu. Sub-Collector/RDO is the administrative head of this office. Head quarters of Taluk offices are at Thiruvananthapuram, Nedumangad, Chirayinkizhu and Neyyattinkara. Tahsildars are the administrative head of these offices. Being the administrative head of the district, the District Collector is entrusted with array of responsibilities raging from the collection of revenue to key developmental activities. As the District Magistrate, he is expected to provide justice and to promote peace and stability. Apart from discharging his various duties as the Collector, the District Magistrate hears appeals in case against the decision of the Sub-Divisional Officer, Deputy Collector and the Tahsildars. In short, the District Collectors discharge the powers of the District Magistrate by invoking powers provided in the Criminal Procedure Code, 1973, Indian penal Code as well as those in the various Acts and Rules of the Central and the State Governments. As the head of the district administration, the District Collector exercises effective supervision and control over the work of District level offices of various Departments. District Industries office, District Planning Office, District Labour Office, Office of the Commissioner of Police, Office of the Superintendent of Police, the District Medical Office, District Civil Supplies Office are some among them.
District Industries Office
District Industries Office plays a vital role in promoting industries at the District level. It provides necessary project assistance for the prospective entrepreneurs.
District Rural Development Agencies
DRDAs are the District Level functional units of the Rural Development Department. The objective of the DRDAs is the removal of rural poverty. DRDAs are autonomous bodies registered under the Literary and charitable Societies Act 1955 with a view to giving adequate delegation of powers and freedom from bureaucratic procedures. They function under the chairmanship of the president of the Zila Panchayat with District Collector as Executive Director. The Chief Executive of the DRDA is the project officer.
Town Planning Office
Town Planning Sections of Thiruvananthapuram Corporation issues one day buildings permit for single occupancy-residency buildings, issues permit for construction of buildings, compound wall, well and Telecom Towers. Regularizes construction done according to the building rules without permit, issues occupancy Certificate to the completed construction, renews building permits, issues permits for Arches and Boards, prevent encroachment and un authorized construction.
District Labour Office
District Labour Office is the district level office of the Labour Department. It is expected to provide services to Labour for tackling their problems. It gives importance to enforcement, quasi-judicial functions, welfare schemes and keeping industrial relations. The industrial disputes are mainly settled through this office. The District Labour Officer is the head of this office.
District Planning Office
The District Planning Office is a coordinating office of the various development activities of the District. It plays a vital role in the decentralized planning that is now going on the State. The District Planning Office is brought under District Planning Committee to provide overall support for decentralized planning with special focus on socio-economic planning.
District Supply Office
The District Supply Office is functioning under the general supervision and control of the District Collector. It implements the scheme of the rationing with in the district. it receives the allotment of food grains from the Board of Revenue (Civil Supplies) and sell food grains, sugar and kerosene oil to the whole sellers / retailers to distribute among the public. This office has also the responsibilities for the procurement of Paddy under levy scheme and for the enforcement of licensing and control order. The District Collector exercises effective supervision and control over the work of the District Supply Officer and other officials through the District Supply Officer is the head of the office, he is functioning under the general supervision and control of the District Collector. The District Collector is the licency authority and appellate authority.
Commissioner of Police
Law and Order in Thiruvananthapuram City is maintained by the City Police Commissioner. The Commissioner of Police holds the rank of Deputy Inspector General of Police. He is assisted by two Deputy Commissioners of Police. law and Order is maintained by one of the two Deputy Commissioners of Police and the administration and crime by another. There are altogether ten Assistant Commissioner of Police.
Superintendent of Police
Rural Police is headed by a District Superintendent of Police. The sub- division of Attingal, Nedumangad and Neyyattinkara are each headed by a Deputy Superintendent of Police. Law and Order in Rural area is maintained by the Superintendent of Police. 
All the works of District Level Offices are being coordinated and supervised by the District Collector in the capacity of the head of the District Administration and the District Magistrate.
